The proposal to establish metro rail connectivity from Cochin to Cochin Airport is on the anvil. Considering the geographical constraints of Cochin for horizontal expansion and the potential of developing Thrissur in line with the twin city concept, we are inviting comments and observations for potential investors, citizens, experts and other key stakeholders, their valuable views preferably focused around the following points:
 
  • Desirability of such a proposal and possible options
  • Technical and financial feasibility
  • Potential / innovative financing options
  • Concerns if any

EWS-Is a community based early warning system. The system will provide location-specific status of a possible disaster warning in Thrissur district. Initially the service targets all sea going fisherman but it will be scaled up to the entire district in a phased manner. The authentic Information available to district administration from government will be passed to the registered users including NGO’s in the form of SMS and email alerts.

Thrissur Development Network is to facilitate exchange of ideas and to promote meaningful discussion on common development issues. Under the programme any citizen or officer can post a query and others can respond. Consolidated responses would be forwarded to the respective decision making departments to incorporate useful suggestions in their planning and implementation process. The action so taken would be posted again in the network as a feed back arrangement. The Portal will also function as an effective platform to promote developmental discussion there by extending e-governance advantage to the common people to partner in development
TORASS-Thrissur OutReach And Support Service
The district is having a large number of out migrants /NRIs. TORASS is an outreach window of the district administration exclusively for the NRIs/out migrant citizens through value added services at their door step. As a pilot exercise, we are opening there service areas, viz., revenue, police and legal services. Genuine issues related to these areas may be taken up by NRIs, which would be addressed by a help desk operated and monitored by District Administration. We hope that the facility will augur well in establishing direct accountability and access of administration to the out migrants.

Returnee Migrants Data Base

       Thrissur is having a significant number of NRIs working abroad. These migrants are of different skill and income profiles. It is reported that, on account of the economic downturn a number of NRIs are loosing their jobs and are returning home. Most of returnee migrants are reported to be low profile categories and they may need facilitation support apparently, in getting productive opportunities in India and abroad.

           As a preliminary step, we would like to request the NRIs of Thrissur district, who have lost their employment as a result of the economic slowdown to get themselves registered using the window

          The effort would help the administrtaion to asses the magnitude and nature of the issue and to design appropriate intervention programmes through Government.
